Livestock vaccination camp held
ITANAGAR, Aug 21: Krishi Vigyan Kendra (KVK), Lower Dibang Valley in a camp organized in collaboration with Department of Animal Husbandry and Veterinary at Imuli vaccinated livestock of the area against Foot and Mouth Disease.
Dr. VK Sahgel, DVO, briefed the owners about the importance of insuring their livestock and its benefits.
Dr. Dipankar Hazarika, SMS and Dr. K Phukan from State AH & Vety. Dept. explained some measures to be taken to prevent FMD and importance of scientific husbandry practices.
A technical folder “Foot and Mouth Disease in Livestock” developed by KVK, LDV and a calendar on Livestock Insurance were distributed among the farmers.

Forum appeals to govt to halt eviction drive
ITANAGAR, Aug 21: Capital Complex Land Affected Peoples Forum today appealed to the state government to direct the district administration to halt the ongoing eviction drive.
In a release, the Forum said that the ongoing eviction drive carried out by the district administration was not the solution to the land encroachment menace rather it would create more problems.
Alleging that the eviction drive is being carried out on ‘pick and choose basis,’ the Forum urged the authority to maintain neutrality while carrying out such eviction drive without targeting any particular person.

ITANAGAR, Aug 21: All Sajolang (Miji) Students’ Union (ASSU) accompanied by the AAPSU’s member secretary (vigilance) submitted a memorandum to the Director of School Education (DSE) demanding to post sufficient teachers at Govt. Hr. Sec. School, Nafra.
Expressing strong resentment over indifferent attitude of the authority towards their demand, the students union said that the school, which was upgraded to higher secondary level in 2005, is being run by few SSA teachers. No senior teachers for various subjects have been posted despite repeated pleas, the students union lamented.
It also urged the DSE to post a vice principal at GHSS, Bomdila.

Govt schools of Upper Subansiri battling numerous problems
Dear Editor,
Through your esteemed daily would like to raise issue regarding worsening situation of education system in our Upper Subansiri district. The students are facing lot of problem due to shortage of subject teachers of Geography, Physics, History, Polical Science in both Govt. Higher Secondary school Dumporijo and Daporijo.
The illegal encroachment of school land by the local citizen is a big problem. Due to scarcity of land as a result of encroachment, the scope for expansion is slim. Because of this the govt quarter cannot be constructed and this is the reason why no teachers stay longer in our district.
Secondly, lack of sufficient class room for the children to study comfortably is also a major concern. Due to this more than 150 students are forced to share one single class room, which compels some of them to stand whole day in their classes. Even teachers are facing serious problems to handle more than 150 students in one single classroom. These problems are being faced from last many years. My question to our area minister, MLA and Panchayat leaders is why you all are not taking any step in this regard. Why this problem is not being handle properly. Why our future is not nurtured property. With deep sadness I beg our leader to solve current situation as soon as possible.

Don’t alienate us
Dear Editor,
Hearing the news that CM`s talent award will be given to the toppers of Class X and
XII of all Government schools was heart touching. We really got excited. Having
a Laptop with cash prize of Rs.10, 000/-
But now it is very much disheartening to learn that the scheme is likely to be applied to only students hailing from state Government aided Private and Government recognized Private schools only. It will not cover the Students of Kendriya Vidyalaya Schools of Arunachal Pradesh.
Except education, KVs in Arunachal Pradesh don`t provide any incentives, even a penny to us. In state Govt schools, students get free text books, whereas in KVs there is no such privilege even.
We too are tribal students of Arunachal and future of Arunachal as any other students of other schools. Denying award to the genuine topper students because of the word KV will certainly make us confused; feel alienated, discouraged and deprived. We are not second class citizen of Arunachal Pradesh.
We would therefore like to pray our Chief Minister, Education Minister and the department concerned to extend mercy on us too so that every students in Arunachal Pradesh experience sense of equality.

Is bandh call, the ultimate way to get justice?
Dear Editor,
Hardly a day passes off without the front page of local news paper carrying news about the proposed BAND CALLS by different organizations. Is bandh call, the ultimate way to let our grievances be heard? I wonder how long this trend will continue. Point to examine is where the system has gone wrong. Is it due to administration failure or is it due to mushrooming of many organizations? Or is it the easy way to popularize the existence of any organization? Now let us calculate sincerely the outcome of these bands retrospectively since statehood day. Ultimate outcome of these bands is the untold harassment and misery to the local populace. So let’s avoid any unnecessary band call. Through your esteemed daily I would like to suggest certain remedies: 1. government should sincerely prioritize to solve the certain pertinent issues. The mode of solution must be transparent and made known to common masses.2. Student organization should have only one apex body with branches. It should not be in the name of cast, tribe, class or religion. 3. Mushrooming of organizations should be discouraged and 4. Before any band call opinion of popular masses should be sought.

Please start APST bus service for Darak circle
Dear Editor,
Through your esteemed daily, I would like to bring to your kind attention the hardships suffered by the people of Darak Circle. We all know that Darak Circle is one of the oldest circles of West Siang District. Yet it is facing serious transportation problems. It is 47 km away from the Distict HQ, Aalo. The only bus which plies through Darak to Aalo is a private one.
The service is not regular. It runs according to the wishes of the owner rather than for the convenience of the people. Many, like me have to walk 16kms upto Kamba to get the bus services. Therefore, I earnestly plead the transport Minister and other concerned authorities to provide better transportation facilities to the Darak circle by starting an APST bus service to relieve the people of transportation problems.

Chinese troops intrude into Arunachal, stay for over 2 days
ITANAGAR, Aug 21: In yet another face-
The incident occurred on August 13 with troops of People's Liberation Army (PLA) coming inside Arunachal after they were stopped by the Indian troops, Defence sources said.
Both sides showed banners to each other to leave the area, the sources said in Delhi.
However, Chinese soldiers reportedly stayed put and left after two days, they said.
Official sources in Itanagar said the Chinese troops went back after a 15-

The Chaglagam area, also known as "fish tail" because of the shape of the LAC in the area, has consistently seen intrusions by the Chinese in the past but they have always gone back immediately.

ITANAGAR, Aug 21: The district administration (DA) today sealed large number of shops
and few banking establishments, including a SBI branch in Capital Complex, for keeping

The bandh, which began early in the morning, remained peaceful as no bandh related untowards incidents were reported from anywhere till filing of this report. Majority of the shops, petrol pumps and other business establishment remained open during the bandh period. However, attendance in state government offices remained poor despite standing order to attend.
The District Administration had requisitioned special buses from State Transport Services for ferrying passengers between Itanagar and Naharlagun as no other commercial vehicles, including Trekker were seen plying on the road during the bandh period.
The District Administration has appealed all the shop keepers/ transporters, etc not to give heed to such frivolous bandh calls and to keep their business establishments open so that the law and order situation in the Capital Complex is not adversely affected.
DC Capital Sanjay Goel himself went around market to take stock of the situation. SP Capital Surender Kumar accompanied him.
The district administration had declared today’s bandh illegal and promulgated 144 Cr.PC during the bandh period. It sought cooperation from all sections of the society, including the business community to defy the bandh by keeping their shops and establishments open.
Meanwhile, Arunachal Law Students’ Union (ALSU) claimed that its 12 hour capital bandh today was successful.
“The bandh was successful which reflected people’s resentment against the government’s ‘Ostrich Syndrome’ attitude towards the illegal appointment of Joint Director (Agn. & Allied) in the Department of Rural Development despite applying best possible ways of getting justice ranging from peaceful dhama on July 4, 2013 to peaceful protest rally on July 18, 2013”, stated ALSU President Tadar Tarish in a release.
Further, ALSU apologized to citizens of the state for the inconvenience caused to them due to the bandh. However, it blamed the government’s lackadaisical attitude towards the issue for the bandh. The Union also acknowledged the support of every section of the society and expected same response from them in future in their fight against illegal appointment.
ALSU made it clear that it will resort to next phase of bandh call, if the government does not show any positive attitude to resolve the issue. (With inputs from DIPRO)
The wait for the next bandh call begins

ITANAGAR, Aug 21: Another bandh day today passed off and life continues for the citizen of this state. Various analysts and NGOs have many times spoken about the ill effects of bandh. The moment a bandh call is declared media houses are flooded with press release from various associations and unions condemning it.
Interestingly these same unions and associations, who condemn such bandh calls, do not hesitate to use it if things don’t go their way. Another interesting fact is that majority of government officials treat bandh day as an unofficial holiday. Couple of months ago, a person called up in our office enquiring about a proposed bandh call. When I informed him that bandh has been withdrawn, his reaction was like this, “Oh, pura plan barbad kar diya. Yeh association log kyun bandh call ko withdraw karta hain.”
As the conversation continued, I got to know that he was a government official and had planned for holiday keeping in mind the bandh call. Our chief secretary has been issuing notices warning that action will be taken against those govt employees who are found absent during bandh day. One wonders whether any real action is taken or it is just mere eyewash.
Contrary to the popular belief that bandh call hurts economy of state, there is some section of people, who uses it to earn livelihood. Number of people taking advantage of such situation rampantly fells trees in order to block the highway. They know very well that forest department and land owner will ignore them thinking that they are part of the bandh callers. Next day when police and administration comes to clear the road, the same people will come forward to help them. Later, they carry those trees to their respective home and use it for various purposes.
Today also this journalist witnessed such instance while on a drive from Itanagar to Naharlagun. For them it was a day of earning and it seems they made maximum use of it. And, for those people the wait for next bandh begins.

He set a target of 788 cr for revenue collection for the current year and asked the department to put their entire effort and energy to realize it.

Earlier, while giving an impressive power point presentation on the status of the department, Commissioner Tax and Excise Tape Bagra placed few genuine grievances inflicting the department and sought the Government’s intervention towards addressing it.
He also assured the government that the department of Tax and Excise would do its best to augment the revenue sector by increasing revenue generation.

ITANAGAR, Aug 21: National Institute of Mountaineering and Allied Sports (NIMAS), an institute of Ministry of Defence and the Department of Sports and Youth Affairs, GoAP today inked a memorandum of understanding (MoU) for providing land free of cost for establishment of the institute (NIMAS) at Dirang in West Kameng district.
The MoU was signed by Sports and Youth Affairs Director DK Dinglow on behalf of GoAP and the Ministry of Defence was represented by Gulshan Chadha, Director, NIMAS, Dirang.
The institute will conduct its first basic course on mountaineering from August 26 to September 30, 2013 in general areas of Gorichen Peak base camp. Four trainees sponsored by state department will attend the course.
The institute will also conduct course on white water rafting, kayaking and skiing in the following months. NIMAS will train personnel from the country as well as abroad.
The executive council of the institute is headed by Defence Minister AK Anthony as president and Chief Minister Nabam Tuki as vice president.

State to increase forest cover from 82 pc to 90 pc
ITANAGAR, Aug 21: It is time that we make some difference in the forest cover percentage in the state which stands at 82% for last several years, Chief Minister Nabam Tuki pointed out while attending the review meeting of Department of Environment and Forest at CM office today.
It may be mentioned here that the Chief Minister had been emphasizing for increase of forest cover of Arunachal Pradesh from the existing 82% to 90 % and a number of steps have been taken in this direction in the form of promotion of rubber and tea plantations.
While calling for meaningful use of CAMPA and TFC funds, Tuki opined for maintenance of forest guest houses and roads which are an asset of the state government. He categorically advised the department to strengthen the forest check gates with ensuring regular change of guards so that illegal activities undertaken in the forest areas are controlled.
“We should chalk out a mechanism to put the government agencies or private agencies under the purview of Government royalty if they use forest products for any of their purpose,” Tuki emphatically said.
While calling for strict checking of illegal timber activities, the CM asked to make the Mobile Squad team more active apart from doing regular checking rounds on hunting practices and selling of wild meats and birds in the state.
The CM reiterated on inclusion of Forest and Wild Life subject in the school syllabus in order to generate awareness among the young students on environment and forest. He also advocated for renewing the Green Brigade or Green Corps in the schools where students could participate in planting trees and generating mass awareness.
Regular advisory on forest fire, deployment of work force in the designate forest areas, preservation and expansion of forest cover areas besides beautification of Indira Gandhi Park were few other points covered in the meeting.
The Department led by the Parliamentary Secretary CT Mein and the PCCF gave a PowerPoint presentation placing few problems faced by the department in terms of state funding which was agreed to be taken care of by the Finance and Planning department.

ITANAGAR, Aug 21: A meeting was held in the office of the Councillor of Ward No 17 here to discuss about ICDS project.
